SoonerCare Telehealth Rule Changes to Begin September 1, 2015

Old Rules New Rules
Geographic Limited to rural patients. Available to rural and urban patients
Provider Type Only DO, MD, NP, PA, and limited specialties. Any provider contracted with SoonerCare and appropriately licensed for the service provided.
Provider Location Patient and provider must be in Oklahoma at the time of the service. Patient and provider may be outside of Oklahoma at the time of service.
Originating Site Services can be provided only to patients in approved healthcare facilities. Services can be provided to patients in a large number of locations including, but not limited to, their home, nursing home, foster home, hospital, and private kiosk.
Services Covered A short list of specialty services. Most services, including primary care  to be covered.  Initial visit can be can be performed using two-way video conferencing.
Network Type Preapproved networks only, such as the OSU TeleHealth Network. No network necessary.  Connections must be HIPAA compliant and have adequate quality.
Origination Fee SoonerCare covers an origination fee of about $24 per patient, per visit. No origination fee will be paid.  Only professional fees will be paid, which are to be billed at the same rate as in-person visits.
